I hope President Obama’s new policy on ISIS (made necessary by his prior bungling on ISIS) is as effective as his speech on Wednesday night, but I have my doubts. Is it wise to tell an enemy as brutal as the Islamic State–which by the way, isn’t Islamic–that you’ll put no boots on the ground? Why not let them wonder? And let no one suspect that ISIS will go along with whatever combat restrictions Mr. Obama places on American troops, anyway. ISIS doesn’t fight fair.
